National Planning Frameworks - Homeland Security: FEMA

The Frameworks describe how the whole community works together to achieve the National Preparedness Goal. There is one Framework for each of the five mission areas - Prevention, Protection. Mitigation, Response and Recovery.

  • National Prevention Framework, 2nd edition, 2016
    Describes what the whole community (from community members to senior leaders in government) should do upon the discovery of an imminent threat to the homeland.
  • National Protection Framework, 2nd edition, 2016
    Describes the way that the whole community safeguards against acts of terrorism, natural disasters, and other threats or hazards.
  • National Mitigation Framework, 2nd edition, 2016
    This framework sets the strategy and doctrine for how the whole community builds, sustains, and delivers the Mitigation core capabilities identified in the National Preparedness Goal in an integrated manner with the other mission areas.
  • National Disaster Recovery Framework, 2nd edition, 2016
    This framework establishes a common platform and forum for how the whole community builds, sustains, and coordinates delivery of recovery capabilities.
  • National Response Framework, 3rd edition, 2016
    The National Response Framework presents the guiding principles that enable all response partners to prepare for and provide a unified response to disasters and emergencies. The Framework establishes a comprehensive, national, all-hazards approach to domestic incident response.
